and those are both abuses of Mod power and are forbidden if i remember correctly.

Science, however, requires delicate setting of values in order to test a hypothesis. Should you target a player and he happens to be somewhere there is no possibility of a creeper spawning, well, you're gonna get called out, bam, mod abuse.
You could do it randomly, but and due to the huge size of the maps you'd have to spawn a lot of random creepers to actually hit the players. This technically could be considered a test, but it would be of proportions big enough to require consultation with the other mods. On the other hand it could be denounced as carpet bombing, which in turn could be easily interpreted as mod abuse.

And if you're testing someone's cuboid (again, setting certain values), you'd most likely need the permission of the owner, since otherwise it would utterly defeat the idea. Hence mod abuse.

In the end, there's something called ethics which also apply to science. See Mengele about breaching them.

Nope, you'll need something else than "science" to justify this. ^_^
