Just a suggestion. Neit's Islands are kind of far away from everything and a pain to get to. I have several more central locations we could make the council room.

The Corinthian Casino
The Corinthian Casino is now open for business. We have 3 different games and a high-class restaurant. As of now we are accepting wool, iron, gold, and diamond. But we are also trying to obtain the materials to cover more.

I do think the population exists in some capacity. The apparent owner of Dinotown told me something about remodelling it, asking me to remove a sign I'd placed conveniently inside the spawn cuboid that reflected my candid opinion of the settlement. I've yet to do so until I see some sort of improve...
